ARTICLE 1- DEFINTION |
1.1.1 |
The ASIAN WEIGHTLIFTNG FEDERATION (hereinafter called AWF) is a permanent organization founded in 1958 during the third Asian Games in Tokyo . The Federation is composed of the affiliated National Weightlifting Federations/Associations (hereinafter called National Federation) in Asia, which are affiliated to the international Weightlifting Federation (hereinafter called IWF), governing body of weightlifting, on the basis of one federation per country. |

The AWF is recognized by the IWF as the continental Federation for Asia , in full accordance with Article 17 of the IWF Constitution. |
1.1.3 |
The AWF is a non-profit organization. Its members and officials do not bear any liability for its actions. |
1.2 |
Objectives |
1.2.1 |
Organize, control, promote and develop the sport of weightlifting in Asia . |
1.2.2 |
Promote friendship, understanding, co-operation and unity among the National Federations and the athletes from Asia countries. |
1.2.3 |
Co-operate closely with the IWF, the Olympic Council of Asia (hereinafter called OCA), and other Continental/Regional Games Federations in the development of Asian Weightlifting. |
1.2.4 |
Assist the National Federations in their activities. |
1.2.5 |
Control and regulate all organized Asian weightlifting events. |
1.2.6 |
Record and verify Asian Records (Senior & Junior-Men’s & Women’s, Youth-Boys & Girls) and Asian Games Records. |
1.2.7 |
Collect reports from National Federation of their activates and Publish , distribute all Weightlifting information for the mutual benefit of all affiliated National Federation . |
1.2.8 |
Resolve disputes that may arise within the sport between is affiliated National Federations. |

ARTICLE 2- EMBLEM |
2.1 |
The AWF emblem can only be used with the authorization of the AWF. |
2.2 |
Only the AWF may authorize the fabrication of items bearing its emblem, badges, medals, etc. |

ARTICLE 3- GENERAL PROVISIONS |
3.1 |
The AWF is recognized by the Olympic Council of Asia (OCA) and the IWF as the sole controlling body for Asian weightlifting. |
3.2 |
IAll political, religious or racial discussions or demonstrations are forbidden within the AWF. |
3.3 |
No distinction is made between countries/individuals for reasons or color, gender, religion or politics. |
3.4 |
The AWF supports all initiatives by weightlifters for peace and understanding. |
3.5 |
The AWF Constitution shall be revised if necessary and published by the AWF Secretariat every four years after the decision taken on the Electoral Congress. |

ARTICLE 4- OFFICIAL LANGUAGE OF THE AWF |
4.1 |
The official language of the AWF is English. Representatives from any of the affiliated National Federations may speak in their mother tongue at Congresses/meetings if English translation is provided. |
4.2 |
All publications and correspondence of the AWF shall be conducted in English. |

ARTICLE 6- THE CONGRESS |
6.1 |
General Provisions |
6.1.1 |
highest power within the AWF is the Congress. |
6.1.2 |
The congress is composed of the delegations of the AWF affiliated National Federations. Only the Federations that have paid the membership fees for the current year may participate and vote at the Congress. Each member National Federation may be represented by two (2) delegates but is entitled to only one vote. The delegates must be citizens of the country they represent. Voting by proxy is not permitted. |
6.1.3 |
Competitors participating in the competitions that precede or follow the Congress may be delegates only when there are no officials of their Federation in attendance. They must give proof of their appointment by their Federation. |
6.1.4 |
Before the opening of the Congress, a commission made up of three (3) persons verifies the credentials of all the delegates. |
6.1.5 |
The presence of the AWF President and General Secretary is compulsory, for reasons other than sickness at all AWF Congresses. |
6.1.6 |
Only items on the Agenda may be discussed at the congress. |
6.1.7 |
Propositions to be put on the Agenda must be sent to the Secretariat of the AWF at least sixty (60) days before the dated of the Congress. The National Federations must receive the Agenda one month before the date fixed for the Congress. |
6.1.8 |
The President and General Secretary prepare the Agenda from the propositions submitted by its affiliated National Federations, the Executive Board and the Committees. |
6.1.9 |
At the Congress held in conjunction with Asian Championships, the following item must be dealt with :
- Technical information concerning the Asian Championships. |
6.1.10 |
The Executive Board must approve the items and the order of discussion of the agenda. |
6.1.11 |
The decisions of the Congress must be approved by a majority vote of delegations (more than and including 50% plus one vote of the delegations ) present and voting and they come into force after their publication by the AWF.
Decisions on the following questions must be passed with a majority vote of a least 2/3rd of the votes of the delegates in attendance :
- Modification of the Constitution, By-Laws.
- Affiliation of new member federations. |
6.1.12 |
The President decides the number and duration of the speeches allowed to the delegates. |
6.1.13 |
The sessions of the AWF Congress are private. |
6.1.14 |
Minutes shall be kept and after the Congress send to the affiliated National Federations and AWF officials. |
6.2 |
Annual Congress |
6.2.1 |
The Annual congress of the AWF is organized every year, in conjunction with the Asian Championships or the Asian Junior Championships, Whichever is earlier, one day before the first day of the competition. |
6.2.2 |
The following items must be on the agenda :
- Affiliation of new members
- Examination and approval of the annual reports of the Executive Board and the committees.
- Filling of vacancies on the Executive Board and the Committees
- Information on the preparation of the forthcoming Asian championships
- Propositions submitted by the member countries.
- Questions of importance concerning the sport of weightlifting in Asia . |
6.2.3 |
The respective annual reports of the President, the General Secretary and the Committee’s Chairperson are prepared and sent to the Secretariat of the AWF not later than thirty (30) days prior to the Congress. |
6.3 |
General Congress |
6.3.1 |
The General Congress of the AWF is organized every year except the year of Asian Games, in conjunction with the Asian Championships or the Asian Junior Championships, whichever is later, one day before the first day of the competition. |
6.3.2 |
Items of vital concern for Asian weightlifting as well as items proposed by the member Federations are included on the agenda. |
6.4 |
Electoral Congress |
6.4.1 |
Following each Asian Games, but not later than three (3) months after the Asian Games, the AWF holds its Electoral Congress. The Executive Board decides on its date and location. |
6.4.2 |
The quorum for the Electoral Congress is 50% plus one of the member National Federations. |
6.4.3 |
In addition to the Agenda of the Annual Congress, the Electoral Congress decides on the following :
- Election of the members of the AWF Executive Board and the Committees.
- Modification of the AWF Constitution and By-Laws. |
6.4.4 |
The Electoral Congress may last up to two (2) working days. |
6.4.5 |
The National Federations and the Executive Board and the Committees members must send proposals for the modification of the AWF Constitution and By-Laws to the Secretariat before the date specified by the Executive Board. |
6.4.6 |
The decisions of the Electoral Congress- including the modification of the AWF Constitution and By-Laws-come into force by their publication in an official latter to the National Federations. |
6.5 |
Extraordinary Congress |
6.5.1 |
If requested by one third or more of the member National Federations, the Executive Board must Convene an Extraordinary Congress within sixty (60) days after receiving the request. |

ARTICLE 7- EXECUTIVE BOARD OF THE AWF |
7.1 |
BETWEEN Congresses, The Executive Board administers the AWF. The Executive Bard decodes on all matters concerning the sport of weightlifting in Asia and is organization in the best interest of the sport. It is also responsible for ensuring adequate personnel and facilities for the efficient operation of the AWF. An additional duty is to decide on financial matters concerning the operation of the AWF. |
7.2 |
Composition of the Executive Board |
7.2.1 |
Elected members :
- The President
- The General Secretary
- Five (5) Vice-Presidents
- Six (6) members
Note : one (1) vice-president and two (2) executive Board Member can be appointed by the executive Board. |
7.2.2 |
The Deputy General Secretary :
One Deputy General Secretary can be appointed by the General Secretary and is appointment must be approved at the Electoral Congress. The Deputy General Secretary is a member of the Executive Board but does not have voting right. Should the General Secretary be unable, for any reason, to attend an Executive Board meeting, the Deputy General Secretary automatically has the right to vote. |

The Executive Board is elected at each Electoral Congress. |
7.4 |
Two Members from the same country cannot be elected to the Executive Board. |
7.5 |
The Executive board shall decide on all urgent matters, instruct the Committees on their work and guarantee the orderly preparation of the Asian championships. |
7.6 |
The sittings of the Executive Board are private and confidential. Decisions are taken by simple majority. |
7.7 |
Minutes of the meeting shall be of the Executive Board are kept and the Secretariat. Must sent send copies to the all members. |
7.8 |
The Executive Board must meet at least once a year before the Congress. |

For the Asian Championships, The Executive Board and the Technical Committee select the Juries, the Technical Controllers and the Referees and the Executive Board approves the nomination of the Doctors on Duty who have been selected by the Medical Committee. |

The Executive Board selects and allocates the Asian Championships. |
7.11 |
At its first meeting, the newly elected Executive Board elects members to various positions in accordance with the Rules. |

ARTICLE 8- COMMITTEES |
8.1 |
General Provisions |
8.1.1 |
The Committees elected/appointed are :
- The Technical Committee
- The Scientific and Research Committee
- The Medical Committee
- The Auditors’ Committee
- Editorial Board (appointed by the General Secretary)
- Legal Advisers (appointed by the Executive Board)
Note : two (2) Technical, two(2) scientific and Research, two(2) Medical committee members can be appointed by the executive Board. |
8.1.2 |
The Technical, the Scientific and Research and the Medical Committees consist of a Chairperson and eight (8) members each. The Chairpersons are appointed from among the Executive Board members and only have a decisive vote in the event of a tie. |
8.1.3 |
The President and the General Secretary are ex-officio members of all the Committees, but without voting right. |
8.1.4 |
The sittings of all the Committees are private. |
8.1.5 |
All Committees must meet at least once a year. At all meetings, minutes must be kept. Attendance in the meeting is compulsory for its member. |
8.1.6 |
Attendance at the meetings is compulsory for its members. Members unable to attend must inform the General Secretary, prior to the meeting, and give the reasons for their absence. |
8.1.7 |
The Executive board has the power to suspend any member members who, without valid reasons, has have been absent, without the approval of the president or General Secretary, for from two consecutive Board or Committee meetings of the committee. |
8.2 |
Technical Committee |
8.2.1 |
The Technical Committee, together with the Executive Board selects the Juries, the Technical controllers and the Referees for the Asian Championships. |
8.2.2 |
Co-operates closely with the IWF Technical Committee. |
8.2.3 |
Seeks solutions to any problems in the field of refereeing and technical matters, and to investigate any matters submitted by the Executive Board. |
8.2.4 |
Takes measures to improve the level of weightlifting. |
8.2.5 |
Under the supervision of the IWF, organize courses regarding to Technical matters. Lecturers have o be approved by the Executive Board unless otherwise appointed by the IWF. |
8.2.6 |
Supervises the implementation of the IWF rules at Asian Games, Asian Championships, Regional and other Games and controls the competitions from the refereeing standpoint. |
8.2.7 |
Compiles and update various Asian Records. |
8.2.8 |
Cooperates with the other Committees |
8.2.9 |
Candidates for the Technical Committee are required to be Category 1 Referees before being elected to this Committee. The candidates must include their curriculum vitae when applying for the position. |
8.3 |
Scientific and Research Committee |
8.3.1 |
This Committee studies and develops questions related to weightlifting training and preparation for competitions. |
8.3.2 |
Co-operates closely with the IWF Science and Research Committee. |
8.3.3 |
Study Studies methods of improving weightlifting techniques. |
8.3.4 |
Studies, develops and makes known modern training methods. |
8.3.5 |
Studies and develops methods of involving youth in the sport of weightlifting. |
8.3.6 |
Distributes films and publishes technical information, bulletins and various other publications on weightlifting. |
8.3.7 |
Proposes themes for coaching clinics and appoints lecturers to present them. |
8.3.8 |
Adopts a position concerning sports equipment from the coaches’ standpoint. |
8.3.9 |
Adopts a position concerning the Technical Rules from the coaches’ standpoint. |
8.3.10 |
Cooperate with the other Committees. |
8.3.11 |
Studies and elaborates programs for male and female athletes of all ages. |
8.3.12 |
Candidate for the Scientific and Research Committee must have either a physical education diploma or appropriate experience in the field of weightlifting coaching, pedagogy, psychology or biology. |
8.4 |
Medical Committee |
8.4.1 |
This Committee safeguards the health of the athletes involved in the sport of weightlifting. |
8.4.2 |
Co-operate closely with IWF Medical Committee. |
8.4.3 |
Advises the organizers of Asian Championships in a consultative capacity on medical, hygienic and related matters. |
8.4.4 |
At Asian championships, contacts the organizing committee to ensure the provision of medical supplies, doping control, transportation and medical services as required by the Regulation of the Championships. |
8.4.5 |
Select doctors on duty for the Asian Championships according the proposals of the National Federations. These doctors have to be approved by the Executive Board . |
8.4.6 |
Collects medical data on the long-term effects of weightlifting on the human body. |
8.4.7 |
Prepares material for the promotion of weightlifting as a method of improving health and fitness. |
8.4.8 |
Develops educational programs pertaining to bodyweight control, training, injury management and the use and abuse of medicines and banned substances. |
8.4.9 |
Assist the IWF Anti-Doping Commission concerning to the doping controls of at the Asian Championships, Continental and Regional Games and international tournaments. |
8.4.10 |
In collaboration with the Scientific and Research Committee, coordinates the planning and implementation of research on weightlifting. |
8.4.11 |
Cooperates with the other Committees. |
8.4.12 |
Cooperates with any appropriate organization, which it may consider to be beneficial to weightlifting. |
8.4.13 |
Organizes and participates in medical symposia and workshops. |
8.4.14 |
At Asian Championships, a doctor representing the organizing Federation may attend the meeting of the Medical Committee, but without voting power. |
8.4.15 |
Candidates of medical doctors have priority for its election. |
8.5 |
Auditor’s Committee |
8.5.1 |
The Executive Board appoints three (3) auditors. |
8.5.2 |
The presence of two of the auditors constitutes a quorum. |
8.5.3 |
The auditors.
- Audit the AWF accounts once a year and present a report to the AWF Executive Board and the Congress.
- Act as financial advisors to the Executive Board.
- When requested, seek and explore any avenue to improve the financial situation of the AWF. |
8.5.4 |
Members for the Auditors committee must have a relevant experience in bookkeeping, finance or economics. |

Article 9- Elections |
9.1 |
General Provisions |
9.1.1 |
Members of the Executive Board and the Committees are elected at the Electoral Congress and they serve until the next Electoral Congress. |
9.1.2 |
In accordance with point 17.18 of the IWF Constitution, the AWF must invite an IWF delegate to the Electoral Congress. The delegate has the right to fully participate in the debate at the Congress. The AWF must pay the travel and accommodation costs of the delegate. |
9.1.3 |
Candidatures for the various positions must reach the AWF Secretariat by registered mail at least three (3) months before the data of the Electoral congress. These candidatures must be sent by National Federations. The candidates who miss this date are not eligible for election. An official acknowledgement from the AWF Secretariat will validate their nomination. |
9.1.4 |
Affiliated National Federations may only propose bona fide candidates. These candidates must be of the same nationality as the country they represent and their National Federation must cover the costs associated with attendance at the different meetings. |
9.1.5 |
Only the member Federations that have paid their membership fees to the AWF for each of the four (4) years of the current cycle may send the candidate (s). |
9.1.6 |
The number of consecutive terms served by an individual is unlimited, but a candidature must be submitted to each election. |
9.1.7 |
A person may be a candidate for various positions within the AWF but may only by elected to one. On being elected, the name of that person will be withdrawn from any further candidature list. Unsuccessful candidates are not automatically eligible for elections to another position. Nominations must be made specifically for each position to be contested. |
9.1.8 |
Any member of the Executive Board or Committees with a minimum of 4 years service may be a candidate in his/her own right to any position on these bodies provided that his/her nomination is supported by a minimum of 20% of the National Federations affiliated to the AWF. Proof of support by the National Federations must be confirmed in writing and presented with the candidature. |
9.1.9 |
The For the elections, the President nominates three (3) scrutinizers to who distribute, collect and count ballots, unless the ballot is carried out electronically. |
9.1.10 |
When two or more candidates obtain an equal number of votes, another ballot is held. If after the second ballot there is still a tie, the President may cast a deciding vote. |
9.1.11 |
Each of the affiliated Federations is entitled to only one vote. |
9.1.12 |
Elections are carried out by secret ballot, by absolute majority on the first ballot and by relative majority on the second and further ballots except when there is only one candidate for a position. |
9.1.13 |

9.1.14 |
Unsuccessful candidates may run for election in other committees; however, when a country has more than one candidate for a specific position, their National Federation must give its order of preference so that only one of its candidates is listed on each ballot list. |
9.1.15 |
The election is by simple majority, i.e. the person who has obtained the highest number of votes is elected. |
9.1.16 |
The AWF President and the General Secretary must be elected by absolute majority. In the case of more than two candidates, the one with the lowest number of votes will drop out in each round until one the candidates receives the absolute majority. |
9.1.17 |
Only the ballot papers which carry votes for as many candidates as there are vacancies are valid. |
9.2 |
Election of the Executive Board

The order of the election is as follows.

9.2.2 |
In the case of a vacancy for the President or the General Secretary, the first Vice-President or the Deputy General Secretary respectively fulfill their functions until the next Congress, which regularizes the appointments. In the case of other vacancies on the Executive Board, members will be replaced at the next congress. All members elected to fill vacancies must fulfill their functions for the period remaining. |
9.2.3 |
The ranking of the Vice-Presidents is according to the number of votes each has received in the election. The Vice-President with the highest number of votes becomes the 1st Vice-President. |

ARTICLE 10- THE PRESIDENT |
|
The President and General Secretary work in close cooperation to share responsibilities in the administrative and operative procedures required to fulfill the decisions and directions of the Congress and the Executive Board. The President of the AWF. |
10.1 |
Presides over the debates and keeps order at the Congress and at the meetings of the Executive Board according to the rules and traditions of parliamentary debate. |
10.2 |
Being a co-opted Member of the IWF Executive Board, the President represents and two-way contacts between the International and Asian Federations. |
10.3 |
The President shall attend Attends the Asian Championships (Senior & Junior - Men's & Women’s, Youth-Boy’s & Girls’), Asian Games and regional games. The Organizing Committee Body shall pay his pays the travel and accommodation expenses. When the President is unable to attend, The first Vice-President substitutes him/her. |

Attends The Executive Board Meetings. |
10.5 |
Represents the AWF at the meetings in the different organizations of which the AWF is a member. A report on these activities has to be submitted at the following Executive Board meeting or at the next and written general information, when needed, has to be given at the following AWF Congress. |

Presents the medals to the winners in the Victory Ceremonies at the Asian Championships. The President may from time to time delegate other persons for this duty. |
10.7 |
When the President is not available, the duties are taking over by the next available Vice-President, according to their ranking. |
10.8 |
Has The casting vote in the event of a tie. |
10.9 |
The President shall give an annual activity report at the Congress. |

ARTICLE 11- THE GENERAL SECRETARY/TREASURER |
|
The General Secretary and the President work in close cooperation to share responsibilities in the administrative and operative procedures required to fulfill the decisions and directions of the Congress and the Executive Board. The General Secretary/ Treasurer of the AWF. |
11.1 |
Corresponds with the National Federations affiliated to the AWF. |
11.2 |
Organizes the sport of weightlifting throughout the Asian continent, in accordance with Constitution, By-Laws and Rules of the IWF and the AWF, The decisions of the Congress and the Executive Board or on extraordinary occasions, in consultation with the President. |
11.3 |
Attends the Asian Championships (Senior & Junior – Men’s * Women’s, Youth-Boys’ & Girls’), Asian Games and regional games. As the official representative of the AWF, controls the entire organization of these championships to ensure that they are held in accordance with the Constitution and Rules of the IWF and the AWF. This verification is done before the event is held and the organizing body pays the travel and verification is done before the event is held and the organizing body pays the travel and accommodation expenses. When the General Secretary is unable to attend, the Deputy Secretary or a delegate nominated in consultation with the President assumes these duties. |
11.4 |
Prepares the Agenda of the Congress with the President from the propositions submitted by National Federations and the elected AWF officials. |
11.5 |
Together with the President, negotiates and signs all contracts between the AWF and other organizations and companies. |
11.6 |
Together with the President, submits an activity report and a complete financial report to the Executive Board. This activity report and an annual financial report must be presented to the Congress. |
11.7 |
Controls and supervises the operation of the AWF Secretariat. |
11.8 |
Together with the President, represents the AWF at the meetings in the different organizations of which the AWF is a member. Represents the AWF at all negotiations concluded on its behalf. |

ARTICLE 12- THE VICE-PRESIDENT AND THE EXECUTIVE BOARD MEMBERS |
12.1 |
In the interest of the worldwide progress and promotion of weightlifting, upon individual assignment by the Executive Board, focus on the following subjects and tasks.
- Substitute and represent the AWF President in order of ranking.
- The AWF finances and identification of new financial resources-in collaboration with the General Secretary/Treasurer.
- Publication, communication and media relations.
- The promotion of Women’s weightlifting. |
12.2 |
Approve the technical officials selected by the Technical and Medical Committees for the Asian Championships. Technical officials for the Asian and other Regional Games are selected in collaboration between the AWF and the IWF Technical Delegate and must also be approved by the latter. |
12.3 |
Assist in the running of the Congresses when appointed by the President. |
12.4 |
Give Support to the organizing committee and ensure that the IWF Rules and AWF Constitution are being applied when they are present at the Asian Games, Asian Championships and Regional Games. |
12.5 |
Are active in their respective country and region as representatives of the AWF. |
12.6 |
Contribute to the publication of IWF and AWF books, magazines, etc. by submitting articles and various materials. |
12.7 |
Submit proposals and search for possibilities to improve the finances of the AWF. |
12.8 |
In the absence of the President or General Secretary and by appointment, represent the AWF at Regional Games. |
12.9 |
In addition to the above, the Committee Chairpersons have the following duties : - In co- ordination with the General Secretary, they convene the meeting of their respective Committees following the annual program of the AWF.
- They preside over the meeting s and submit a report on their Committee’s activities. These reports have to be sent to the General Secretary two (2) months before the Congress and are included in the reports for the Congress. |

ARTICLE 13-HONORARY MEMBERS |
13.1 |
The Executive Board may honor former Presidents, Vice-Presidents, General Secretaries or Executive Board members for the merit they have earned by their work within the AWF by appointing them “ Honorary President”, “Honorary Vice-President”, “Honorary General Secretary” or “Honorary Member” of the AWF. These Persons may Participate in the AWF Congresses. They may also attend the Executive Board meetings in a consultative capacity only if invited. |
13.2 |
Persons accepting any honorary title are no longer eligible for membership in any of the AWF bodies, either by election or by appointment. |

ARTICLE 14- AWF SECRETARIAT |
14.1 |
The Secretariat (administrative office) of the AWF is under the responsibility and the authority of the President and the General Secretary. |
14.2 |
The Executive Board determines the Secretariat’s actual location. |
14.3 |
The Secretariat is the administrative and communication center of the AWF. Its main task is to ensure the efficient operation of the Federation. |
14.4 |
In order to fulfill its duties, it must be appropriately staffed and have adequate office facilities. |
14.5 |
Corresponds and maintains relations with the National Federations, the IWF, the OCA, the National Olympic Committees and other organizations and individuals. The Secretariat attends to all communications. |
14.6 |
Regularly publishes information relating to the sport of weightlifting and the AWF. |
14.7 |
Together with the Technical Committee, verifies and registers Asian records. |
14.8 |
Prepares the agenda for the Congress, the various meetings of the Executive Board and the Committees and sends it to the persons concerned thirty (30) days before the date of the meetings. |
14.9 |
Regularly publishes information gathered at the Congresses, Executive Board and Committee meetings and sends it to the affiliated Federations, the members of the Board and the Committees. |
14.10 |
Attends to all financial matters of the AWF, receives all payments, pays all expenses and keeps the accounts. Prepares the estimated budget for information and revision by the Executive Board. |
14.11 |
Orders and distributes the AWF publications, honor awards, badges, etc. |

ARTICLE 15- AWF MEMBERSHIP |
15.1 |
AWF membership is open to Asian National Federations controlling the sport of weightlifting. |
15.2 |
A National Federation wishing to affiliate to the AWF must send the following documents to the Secretariat :
- A request for affiliation signed by their President and General secretary
- A copy f their constitution
- The list of their Executive Committee
- The affiliation fee of $ 500.00 USD (Five Hundred US dollars)
- An attestation from their National Olympic Committee or highest sport authority certifying that the Federation is recognized as the controlling body for weightlifting in their country. |
15.3 |
An application for membership implies complete acceptance and recognition of the Constitution of the AWF. After depositing the documents and paying the membership fee, the Executive Board affiliates the Federation. This decision has to be ratified by the next congress. |
15.4 |
A National Federation may not be at the same time a member of another Continental Federation. |

ARTICLE 16- NATIONAL FEDERATIONS |
16.1 |
National Federations are the recognized governing national bodies of weightlifting. Which, by affiliation, constitute the membership of the IWF and the AWF. |
16.2 |
Obligations of the National Federations |
16.2.1 |
Regularly elect / appoint their President, General Secretary and Officials and inform the AWF about their election/ appointment. |
16.2.2 |
Organize the sport of weightlifting in their country, including the national championships to be held annually. Results of these championships must be sent to the IWF. Similarly, the organizing Federation must forward results of any international event to the AWF as well as to the IWF.
The reports sent to the Secretariat must contain the following information :
- the complete names of the athletes, listed by lot number and groups.
- their country
- their date of birth
- their bodyweight
- all the attempts
- the names of all the officials
- the records, if any. |
16.2.3 |
Pay the annual membership fee to the AWF. |
16.2.4 |
Keep the AWF informed abut the developments of weightlifting in their country and respond to AWF requests, circulars, questionnaires, etc. |
16.2.5 |
Submit proposals for the modification of the AWF Constitution Whenever requested. |
16.2.6 |
Accept and execute the decisions of the AWF Congress and the Executive Board |
16.2.7 |
Attend the Annual Congress whenever possible. |
16.3 |
Obligations of the AWF towards the National Federations |
16.3.1 |
keep the National Federations informed on all matters of international importance, calendar of events, results of major competitions, elections, membership, etc. |
16.3.2 |
Inform the National Federations about the decisions of the congress and the Executive Board. |
16.3.3 |
Issue the AWF Constitution and By-Laws and distribute them to the National Federations. |
16.3.4 |
Settle matters of dispute between National Federations, when called upon. |
16.3.5 |
Be of service to the National Federations with information, matters of administrations, etc. through its Secretariat. |

ARTICLE 17- FEES |
17.1 |
The annual membership fee of the AWF is $ 500.00 USD ( Five Hundred US dollars ). |
17.2 |
The membership fee is due in march. Any country not paying its fee for the current year may not participate or vote at the various meetings of the AWF. Their athletes may not take part in competitions or meetings organized under the AWF. |
17.3 |
A fee must be paid to the AWF to organize Asian Championships. It must be deposited with the AWF together with the candidature. The fees are as follows :
- Senior (Men’s and Women’s) Event, $ 3,000.00 USD (Three Thousand US dollars)
- junior (Men’s and Women’s) Event, $3,000.00 USD (Three Thousand US dollars)
- Youth (Body’ and Girls’) Event, $ 3,000.00 USD (Three Thousand US dollars)
The fees are non-refundable for the successful candidates. Within 30 days after the decision of the Executive Board, the full deposited fee shall be reimbursed to the unsuccessful candidates. |

ARTICLE 18- ASIAN SHAMPIONSHIPS (SENIOR & JUNIOR- MEN’S WOMEN’S, YOUTH-BOY’S AND GIRL’S) |
18.1 |
Weightlifting completions at Asian Championships must be organized under AWF supervision and carried out in full conformity with the AWF Constitution and IWF Rules. |
18.2 |
Men’s and Women’s Junior Asian Championships and Boy’s and Girls’ Asian Championships are held every year, except the year of Asian Games. |
18.3 |
Only those athletes whose eligibility is confirmed by the AWF may participate. |
18.4 |
Organizing Committees must guarantee unconditional entry to all participants from all eligible AWF affiliated countries. |
18.5 |
The allocation of the Asian championships is decided by vote by the AWF Executive Board. |
18.6 |
Gold, silver and bronze medals are awarded respectively to the three places for the Snatch, the Clean and Jerk and the Total in each of the bodyweight categories. |
18.7 |
Applications to organize Asian championships must be made in writing sixty (60) days prior to the Executive Board meeting which is to decide on the allocations. The application must include the proposed dates, information concerning the city, Competition hall, training hall, Congress hall, accommodation hotels and the charges for board and lodging and other services. |
18.8 |
Financial Responsibilities- Host Federation/ Organizing Committee
The host Federation/ Organizing Committee : |
18.8.1 |
Offers the participants accommodation and full board at a daily rate to be fixed and the currency to be used, as well as local transportation, access to the competitions, participation in official meetings, training, closing banquet and other usual technical services. The daily rate must be approved by the AWF, which must see that the services provided are commensurate with the price indicated.
Note 1 : Each Executive Board member is entitled to a single room for the entire duration of the Asian championships, only the basic (double room) rate must be paid to the Organizing committee.
Note 2 : All National Federations should be accommodated in double rooms but each delegation is entitled to one single room for the delegation leader at basic (double room) rate. The delegation can decide who should be accommodated in a single room.
Note 3 : If the team’s composition is an odd number in each gender (e.g. 5 women and 7 men) the alone-remaining athlete cannot be forced to share a room with an athlete form another country, and in this case alone, a single room must be provided at the double-room rate.
Note 4: If the team members still wish to be accommodated in single rooms, they must pay single room rate written in the Regulation but only when there is availability. |
18.8.2 |
Provides transportation and training facilities for participants at least two (2) days before the beginning of the Championships. |
18.8.3 |
Provides free accommodation and board, during the competitions days plus two (2) days, for up to 30 selected technical officials (Referees, Jury members, Technical Controllers, Doctors, competition Secretary and Doping Controllers ). The number of technical officials is decided taking in consideration the number of competition days, the number of Asian Championships organized and other considerations, and depends on an agreement between the AWF and the host Federation/ Organizing Committee. The Technical officials must be present and available for the complete Championships. The technical officials must pay for additional days. |
18.8.4 |
Provides, free of charge, the facilities for the Congress and the meetings of the Executive Board and the Committees. |
18.8.5 |
Provides, free of charge, the technical organization and all pertaining facilities for the competitions and training for the Asian Championships, and required by the relevant IWF Rules. |
18.8.6 |
Takes out acceptable comprehensive health/medical/hospital insurance policies for the championships. |
18.8.7 |
Provides, free of change, business class return travel, accommodation and board for the competition days plus four (4) for the AWF President, the General Secretary, the Deputy General, and economy class return travel, accommodation and board for three (3) members of the Secretariat. |
18.8.8 |
If the IWF Technology Information System or AWF Technology Information System is used at the championships, the financial conditions depend on an agreement between the IWF or AWF and the host Federation/Organizing Committee. |
18.8.9 |
Pays daily allowance of a minimum sum of US$ 100.00 (one hundred US dollars) per person per competition day for the duration of the championships for the following persons :
- AWF president
- AWF General Secretary
- AWF Deputy General Secretary
Pays daily allowance of a minimum sum of US$50.00 (fifty US dollars) to appointed Technical officials (Jury members, Referees, Technical controllers, Doctors, Competition Secretaries and Doping Controllers). |
18.8.10 |
Pays to the AWF a fee to organize Asian Championships in accordance with Point 17.3 |
18.8.11 |
Provides offices and technical facilities for the operation of the AWF Secretariat. |
18.8.12 |
Provides diplomas to all official participants of championships. |
18.9 |
Financial Responsibilities-Participating Federation
The participating Federations : |
18.9.1 |
Pay the host Federation/ Organizing Committee a maximum sum of US$ 140 (Hundred and forty US dollars) per day per person. The participating delegations must accept the accommodation offered by the Organizing Committee, at the cost indicated in the Regulation. The amount must be coordinated with the AWF within the rule and must be commensurate with the standard of the services provided. |
18.9.2 |
Pay the host Federation/Organizing Committee an Entry Fee as follows for each delegation member.
- US $ 130.00 (Hundred and thirty US dollars) for Senior Men’s and Women’s event.
- US$ 120.00 (Hundred and twenty US dollars) for Junior Men’s and Women’s event.
- US$110.00 (Hundred US dollars) for Youth Boy’s and Girls’ event.
Fifty percent (50%) of this fee remains with the Organizing Committee and the rest of this fee is paid to the AWF as part of the Anti-Doping Fund. |
18.9.3 |
The following person do not have to pay the Entry fee :
- AWF President
- AWF General Secretary
- AWF Deputy General Secretary
- Selected technical officials
- The AWF Secretariat members |
18.9.4 |
The AWF Executive Board or Committee members who only attend their respective meetings are also exempted from paying the Entry Fee, but after the expiry of the regulated duration of their stay these persons cannot enjoy the privileges, associated with accreditation such as transportation, entry to the competitions and sport facilities or any social events. Congress delegates who only attend their respective meetings are also exempted from paying the Entry Fee but after the Congress these persons cannot enjoy those privileges. |
18.9.5 |
National Federations participating in the Asian championships do so at their own risk. The Federations must undertake full moral and financial responsibility for their delegates regarding their health and in case of accidents or damages. |
18.10 |
Financial Responsibilities- The AWF |
18.10.1 |
The AWF must pay for the travel, accommodation and full board costs of a Doping Controller appointed by the IWF and must pay the costs of conducting the doping controls and analysis. |
18.11 |
Entries for the Asian Championships |
18.11.1 |
Latest six (6) months before the date set for the Asian Championships, the Organizing Federation/Committee sends the Asian Championships Regulation to all the AWF affiliated National Federations, the Executive Board and the Committee members. |
18.11.2 |
The Asian Championships Regulation contains the following information :
- the exact date of the Asian championships with a detailed program of the competitions and related activities.
- the competition venue and its access
- the accommodation offered and the financial conditions
- the press accreditation forms
- the preliminary entry and final entry forms and athletes’ profiles
- any other pertinent information |
18.11.3 |
Participants may only be officially entered by their respective affiliated National Federation. A preliminary Entry form, including information on the number of competitors and officials must be returned to the host Federation/Organizing Committee not later than sixty (60) days before the Congress/Technical Conference. |
18.11.4 |
The Final Entry form, which includes the names, the date of birth, the category and the actual performance of the competitors in the Total (Entry Total), with and indication of the reserves, the names of the accompanying officials and their function, must be sent by fax or-mail to the organizing committee not later than thirty (30) days before the Congress/Technical Conference. |
18.11.5 |
Before the congress or Technical Conference preceding the Asian Championships, each delegation receives a form (Verification of Final Entries) on which the congress or Technical Conference preceding the Asian Championships, each delegation receives a form (Verification of Final Entries) on which they must confirm the names, the date of birth and the bodyweight categories and Entry Totals of their competitors. At this point, the reserves should be removed from the list. When this form is verified, signed and returned, the entries are considered final, i.e. there cannot be any modification. Nominations cannot be made by proxy. |
18.11.6 |
Athletes not listed on the Final Entry form cannot take part in the Championships. |
18.11.7 |
20kg/15kg rules will be used in Asian championships. |
18.11.8 |
For the National Federation that missed to attend the Verification of Final Entries, the data on the Final entry form will be regarded as the verification. |

ARTICLE 19- ASIAN GAMES, REGIONAL GAMES |
19.1 |
At least two (2) years before the opening of the Games, the Organizing body must advise to the AWF in order to obtain the approval for the facilities and technical organization, in consultation with the IWF. The Organizing body must pay travel, accommodation and board expenses of the preliminary inspection made by technical delegates appointed for the Games. |
19.2 |
The Organizing body must submit the Regulation of the weightlifting competitions of the Games and its scheduled program to the AWF for approval before publication. The Organizing body deems it to be necessary. |
19.3 |
The approval of the Technical Officials for weightlifting is done by the AWF in consultation with the IWF. |
19.4 |
Gold, silver and bronze medals are awarded respectively to the first three places for the Total in each of the bodyweight categories. |

ARTICLE 20- ASIAN RECORDS |
20.1 |
The procedure for establishing Asian Records will follow the same procedure as those applied by the IWF to the establishment of the Word Records. Application for records shall must be made as soon as possible immediately and sent to the AWF General Secretary Secretariat. |
20.2 |
The Record Protocol must contain all relevant particulars, i.e. name of the lifter, the year of birth, his/her body weight, and weight of bar, the place, the date and the title of the competition and shall be signed by all the referees concerned stating their verdict, the following information :
- the name and country code of the athlete
- the competitor’s bodyweight
- the athlete’s date of birth (dd/mm/yy)
- the lift (Snatch, Clean and Jerk or Total) and weight of the barbell
- the bodyweight category
- the date and name of the competition
- the place where the record is set.
The three officiating referees must sign it and countersigned by the President or General Secretary of the host National Federation of the lifters. The doping control report must be included. |
